미국 주요도시를 방문하고 있는 김성곤 재외동포이사장이 18일 필라델피아를 방문, 이날 오후 필라델피아한인회창립 51주년기념식이 열린 몽고메리카운티 윌리엄펜인(William Penn Inn) 레스토랑에서 필톡(PhillyTalks.com)과 인터뷰를 가졌다.
<미주동포들에게 고(告)합니다>
“제 2의 독립운동과 차세대 교육에 앞장서자”

저는 이번에 미국 주요 도시를 방문하며 미주 250만 동포들의 존재이유에 대해서 생각해 보았습니다. 무엇보다 미주 동포들이 주축이 되어 제 2의 독립운동을 해주셔야 합니다. 도산 안창호 선생을 비롯 초창기 미주동포들이 피땀 흘려 전개한 독립운동은 우리 민족이 온전히 하나되는 독립이었지 지금처럼 좌우, 남북으로 갈라진 분열된 코리아는 결코 아니였습니다. 물론 1948년 남북이 각각의 정부를 세웠습니다만 이는 절반의 독립이지 온전한 독립은 아닙니다. 평화통일을 이루어 한민족이 온전히 하나 될 때에만 우리의 독립은 비로소 완성되는 것입니다.
미국은 현재 한반도 평화통일에 가장 큰 영향력을 갖고 있는 나라입니다. 그런데 이 미국을 움직이는 힘은 바로 미국에서 투표권을 갖고 있는 미주동포들에게 있습니다. 저는 미국에 계신 미주동포들이 한민족의 건국이념인 “홍익인간”의 정신 (소위 “K Spirit”)으로 제 2의 독립운동을 해주시기 바랍니다. 홍익인간의 정신은 오늘날 유엔이 주장하는 지구시민정신 (Global Citizenship)과 통하는 것으로서 이제 모든 인류가 한 형제로서 지구촌 평화를 위해서 함께 손잡고 일해야 하며 우리 한민족이 그 선두에 서야합니다.
제가 이번 미국 방문 시 미주 동포들에게 태극기 한 장씩 나누어 드렸습니다. 이는 모국 대한민국을 잊지 말라는 뜻도 있지만 태극기에 담겨있는 평화의 정신을 살펴주시라는 취지가 있습니다. 태극기는 동양 최고의 경전 ‘주역’에 바탕한 것으로서 동양철학의 핵심이기도 합니다. 즉 세상 만물은 서로 반대되는 음과 양이 세력이 서로 견제, 보완하며 다이내믹한 균형을 이룬다는 철학입니다.
앞서 말한 제 2의 독립운동도 바로 이 태극의 정신에 바탕 해야 합니다. 즉 한국사회의 좌파와 우파, 그리고 남과 북의 상극적 관계를 음양 상생의 관계로 풀어야 합니다. 우리 몸에 수기(음)와 화기(양)가 조화될 때 건강하듯이, 좌와 우, 즉 평등과 자유의 가치가 조화될 때 한민족공동체가 건강할 수 있습니다. 남북이 상생으로 교류하지 못하고 지금처럼 꽉 막혀 있으면 결국 우리 한민족 공동체 전체가 병들게 됩니다. 현재 남북 간의 꽉 막힌 기운을 미주동포들이 태극기의 정신으로 풀어 주셔야 합니다.
몇 가지 더 부탁드리자면 첫째 차세대들의 정체성 교육에 힘써 주십시오. 현재 미주 이민사회의 주축이 1세대에서 2세대로 넘어가고 있는데 저는 미국에서 보석과 같은 젊은 한인 2세들을 정말 많이 봅니다. 그러나 이 차세대를 우리가 잘 교육하지 않으면 언젠가 미국에는 코리안 아메리칸은 없어지고 그냥 아메리칸만 남을 수 있습니다. 저희 재단에서는 지금 재외동포 교육문화센터를 건립 중에 있으며 3년 안에 전 세계 한인 청소년들을 매년 1만명 씩 모국 연수를 할 계획을 세우고 있습니다. 그러나 이는 저희 재단 혼자서 할 수 없으며 해외 한인동포들이 도와주셔야 성공할 수 있습니다.
둘째, 2만 명 가까운 미국 내 무국적 한인 입양동포의 문제를 해결해 주셔야 합니다. 한국 전쟁이후 해외로 입양 간 아이들이 17 만 명이 넘는데 상당수가 미국 가정에 입양되었습니다. 그러나 제도적 결함으로 국적을 취득하지 못한 입양동포들이 본인의 의지와 무관하게 언제 추방될지 모르는 위기에 있습니다. 이들을 구제할 ‘입양인 시민권법’ (ACA)이 미 의회에서 통과될 수 있도록 적극적인 캠페인을 부탁드립니다.
셋째, 이러한 문제를 해결하는 데 앞장 서야할 ‘미주 총연’의 정상화입니다. 총연과 관련된 단체들이 이제 서로 과거를 불문하고 무(無)에서 새롭게 출발하는 것이 답이 아닌가 싶습니다. 저희 재단은 현직 한인회장, 그리고 의미 있는 활동을 하는 각종 한인단체들과의 소통을 더욱 강화해 나갈 것입니다. 다시한번 미국 한인동포의 역사적 책임을 의식하여 동포사회의 리더 역할을 잘 해주시기 부탁드리며 늘 건강하시고 행복하시기 바랍니다.

This time, I visited major cities in the United States and thought about the reason for the existence of 2.5 million Americans. Most of all, Korean Americans should lead the second independence movement. The independence movement that was carried out with blood and sweat by Dosan Ahn Chang-ho and other Koreans in America in the early days was the independence of the Korean people as one, not the divided Korea divided into left and right and north and south as it is now. Of course, the two Koreas established their respective governments in 1948, but this is half independence, not complete independence. Only when the Korean people are fully united through peaceful reunification will our independence be completed.
The United States is currently the country with the greatest influence on the peaceful reunification of the Korean Peninsula. However, the power that moves the United States lies in the American compatriots who have the right to vote in the United States. I hope that the American compatriots in the United States will fight for the second independence movement with the spirit of “Hongik Ingan” (the so-called “K Spirit”), the founding ideology of the Korean people. The spirit of Hongik Ingan is in line with the Global Citizenship that the United Nations insists on today. Now, all mankind, as brothers, must work hand in hand for global peace, and our Korean people must take the lead. When I visited the United States this time, I handed out a Taegeukgi to the American compatriots. This not only means not to forget the Republic of Korea, but also the purpose of looking at the spirit of peace contained in the Taegeukgi. Taegeukgi is based on the best scriptures in the East, 'Ju-yeo', and it is also the core of Eastern philosophy. In other words, it is a philosophy that the forces of yin and yang, which are opposite to each other, check and complement each other, and create a dynamic balance in everything in the world. The aforementioned second independence movement must also be based on the spirit of Taegeuk. In other words, it is necessary to solve the polar opposite relationship between the left and the right, and between the South and the North in Korean society, into a relationship of yin and yang coexistence. Just as we are healthy when our bodies are harmonized with energy (yin) and energy (yang), the Korean community can be healthy when the values of equality and freedom are in harmony with the left and right. If the two Koreas fail to interact in a mutually beneficial way and are blocked as they are now, the entire Korean community will eventually become ill. Koreans in America must release the current blockage between the two Koreas with the spirit of Taegeukgi. I would like to ask you a few more things. First, please focus on educating the next generation of identity. Currently, the main axis of the American immigrant society is shifting from the first generation to the second generation, and I see a lot of young second-generation Koreans who are like jewels in the United States. But if we don't educate this next generation well, someday, there will be no Korean Americans in America and only Americans will remain. Our foundation is currently building an education and culture center for overseas Koreans and is planning to train 10,000 Korean youths around the world every year in their home countries within three years. However, this cannot be done by our foundation alone, and it can be successful only with the help of overseas Koreans. Second, you need to solve the problem of nearly 20,000 stateless Korean adoptees in the United States. Since the Korean War, over 170,000 children have been adopted abroad, and many of them have been adopted by American families. However, adoptive compatriots who failed to acquire nationality due to institutional flaws are at risk of being deported regardless of their will. I ask for an active campaign so that the Adoptee Citizenship Act (ACA), which will save them, is passed in the US Congress. Third, it is the normalization of the ‘American General Association’, which should take the lead in resolving these problems. I think the answer is for the organizations related to the General Assembly to start anew from nothing, regardless of the past. Our foundation will further strengthen communication with the current president of the Korean American Association and various Korean organizations that are engaged in meaningful activities. Once again, I would like to ask you to take a good role as a leader in the Korean American community, being conscious of the historical responsibility of Korean Americans in the United States, and I hope you are always healthy and happy. thank you.
